About the Role

The Regulatory Operations Group is responsible for operations in Regulatory Services and Education, Surveillance and Enforcement. This work operationalizes AFSA’s strategy, delivering integrated end to end regulatory services that supports clients through AFSA systems and ensures compliance in line with AFSA’s approach to regulation to: People centric, Outcomes focused, Harms based, Intelligence led, and Strengths based.

Regulatory Services provides a range of services including delivery of the Personal Property Securities (PPS) Program, management of business applications and frontline service delivery for insolvency and Personal Property Securities Register (PPSR) enquiries, information and transactions. It works to streamline services through process innovation, informed by the needs of our clients. The division also supports AFSA to deliver effective and efficient digital services in a timely manner.

The Assistant Director, Product Management is a critical leadership role responsible for product strategy and delivery of improvements, from ideation through to deployment. Drives use of data and insights to understand complex problems and harnesses service design principles to deliver a reliable and contemporary user experience.

The position requires demonstrated leadership experience in a technology setting.  It also requires experience in enterprise application development, project/product management and a keen ability to draw diverse stakeholders together to deliver outcomes.  Digital experience in a regulatory environment is desirable.

Key accountabilities

  • Provide leadership and manage staff in day-to-day operational activities. Ensuring effective performance/service delivery, develop and coach staff, foster teamwork, diversity and information sharing and provide feedback. 
  • Negotiate, engage and manage relationships with internal and external stakeholders to support successful operation and continuous improvement of the PPSR product. 
  • Lead and drive strategic planning to inform the development of PPSR application, technology and security roadmaps (developed by the vendor). 
  • Drive and report on the prioritisation of the team’s delivery plans and acceptance criteria for solutions, ensure alignment with roadmap milestones, and provide sign-off that they have been met. 
  • Lead user experience research and analysis, measuring organisational performance against performance indicators and benchmarks, and identifying emerging trends or issues through insights from diverse user feedback channels. 
  • Drive and lead project planning events, and work with team members to ensure sequencing is logical and prioritised to deliver value to users. 
  • Engage internal and external advisory services to deliver assurance of PPSR activities and operations. This includes reviewing the effectiveness of enhancements, supporting regular security assessments and quality reviews of processes, policies and artefacts. 
  • Develop high quality reporting and documentation to ensure effective communication of key activities to governance committees and the Executive, to facilitate risk-based decision making. 
  • Provide well-informed advice to assist with management of sourcing, procurement, negotiation and contracting strategies that support PPSR operations. 
  • Identify, evaluate and manage risks through practical mitigation strategies to support smooth project delivery. 
  • Work closely with the Director to ensure that the overall management and strategic focus of service delivery and projects is in line with relevant plans and policies. 
  • In collaboration with senior management, assist with budget management relating to the section.

Qualifications and experience

The following will be highly regarded:

  • Experience and/or qualifications related to technology, enterprise application development, and project management. 
  • Demonstrated experience managing and motivating people to be part of a positive high performing culture, with strong negotiation and influencing skills.
