EL1 Assistant Director Procurement and Contract Management

About the position

The Assistant Director Procurement and Contract Management will lead, manage, and develop the procurement and contract management functions in line with agency strategy and legislative and policy frameworks. The position is responsible for promoting the achievement of continuous improvement, service excellence and quality business outcomes across all internal and external stakeholder groups.

The Assistant Director Procurement and Contract Management role will require you to exercise your leadership skills to manage a team to deliver on business outcomes, providing advice and operational leadership for AFSA’s procurement and contract management frameworks, to support the achievement of AFSA’s strategic vision and objectives. 

Key accountabilities

  • Oversee and manage contracts, programs and projects in accordance with the objectives of AFSA and government policies.
  • Provide procurement and contract management advice and guidance to a range of stakeholders across AFSA.
  • Coordinate and manage procurement processes that includes developing and implementing effective sourcing strategies, conducting market research and identifying and evaluating potential suppliers.
  • Establish, implement, monitor and review contract performance and supply risk management strategies that includes negotiating terms, managing and reviewing contracts, managing renewals or modifications.
  • Propose and implement innovations within a culture of continuous improvement.
  • Analyse reports and proposals, and prepare and deliver high quality papers, briefs, presentations and correspondence.
  • Coordinate and manage human and financial resources, workflow and team performance.
  • Build effective relationships and achieve negotiation outcomes with internal and external stakeholders, including staff; and
  • Contribute to AFSA’s organisational strategy and promote a collaborative workplace culture.

  • Encouraging and supporting ongoing learning and development opportunities.
  • Identifying opportunities to enhance team performance in an environment of collaboration, continuous improvement and change.

Qualifications and experience

  • Demonstrate a good knowledge and understanding of public sector procurement and contract management and have demonstrated project management capabilities.
  • Completion of a Diploma/Advance Diploma of Government in Procurement and Contract Management (or equivalent) will be highly regarded.
  • Project management capabilities and/or legal qualifications highly regarded.
  • Proven ability to work in a team environment of collaboration, transformation and change.
  • Proven track record in effective knowledge transfer to other team/staff members and continuous improvement.

  • AFSA’s risk management framework and relevant legislation, including guiding others to identify and mitigate foreseeable risks. 

The advertised salary range for this role is $116,203 – $136,790. However, we are open to negotiating within or beyond this range, depending on your experience and skills, and subject to approval.
